Put the "ship" back in shipping

The Baltimore Sun recently published an article, Put Ship in Shipping, about Short Sea Shipping. According to the article:
America has another, now virtually unused medium of transport. For interstate highways paralleling our shores, coastal shipping offers us a splendid alternative and a great entrepreneurial opportunity.
Compared to rail or truck maritime transportation is more efficient in terms of cargo per ton mile/per gallon of fuel, causes less environmental harm and a good safety record.

This seems like a no-brainer from the mariners perspective, less road traffic, less pollution, fewer accidents and - more jobs.
