TWIC - 1950 Version

In 1950 it was communism, not terrorism that was seen as the biggest threat to port security and it wasn't TWIC cards it was MMD Merchant Mariners Document also know as a Z-Card. Some were stamped "Validated for Emergency Service". Fred Fry International has the story and an interesting artifact from that era, here.
